Background: In May, we wrote to you about a Senate resolution on the Democratic Republic of the Congo, which has now been approved by the full Senate. In June a companion resolution was introduced in the House. Please encourage your representative to support this bill, which is sponsored by Reps. Smith (R-N.J.), Bass (D-Calif.), Royce (R-Calif.) and Engel (D-N.Y.). The bill supports democracy and accountability in DR Congo through credible elections in December and humanitarian assistance.
President Joseph Kabila has been in office since January 2001 and ended his constitutional mandate on December 19, 2016. The delayed elections and uncertain transition has led to political crises and protests, exacerbated by existing conflicts.
The result is a challenging and complex humanitarian situation in which 13 million people are in dire need of humanitarian assistance. The DR Congo refugee population is among the ten largest in the world, with 780,000 Congolese refugees in other countries.
